This discussion paper – based on a review of literature on SWS in both social protection and other sectors – will discuss the different design features particularly focusing on developing country and emerging economy contexts. In the first chapter, the evolution of SWS in general as well as in the field of social protection in particular during the last decades is outlined and an attempt to develop a clear definition is made. The second chapter describes the main rationale for SWS in social protection and presents the expected benefits and functions. The third part discusses the key design features illustrating advantages and disadvantages as well as challenges with regard to implementation in developing country contexts. Finally, main conclusions and recommendations are drawn.
