The Sustainable Development Goal 5 on gender equality marks an unprecedented advance in the care agenda in terms of the visibility of care as a central dimension of sustainable development. The new international commitment for recognizing, redistributing and reducing unpaid care and domestic work through care policies needs to be matched to actual policy implementation at the national level.

This report contributes to understanding how care policies are being implemented in the Global South – in Sub-Saharan Africa, Asia and the Pacific, and Latin America and the Caribbean –, as well as the elements that have the potential to make them transformative. It also reviews the linkages between different conceptualizations of care, reflected in the framing of care policies and their relation to gender equality policies more broadly, and the different actors that shape the actual existence and implementation of care policies.

The report aims at providing policy makers, development practitioners, women movements and other stakeholders with concrete policy examples that are useful for their specific national or regional context as well as contributing to the attainment of target 5.4 of the SDGs.


El Objetivo 5 de los Objetivos de Desarrollo Sostenible marca un avance sin precedente en la agenda de cuidado dado que visibiliza el cuidado como un tema central del desarrollo sostenible. Hay nuevo compromiso internacional que busca el reconocimiento, reorganización y reducción del trabajo doméstico y de cuidado no remunerado mediante políticas de cuidado que vayan de la mano con implementación de políticas a nivel nacional.

Este informe contribuye a entender como políticas de cuidado están siendo implementadas en las distintas regiones del Sur Global –África Subsahariana; Asia y el Pacífico; Latinoamérica y el Caribe, así como identificar elementos que tienen el potencial de hacerlas transformadoras. También revisa los vínculos entre diferentes conceptualizaciones de cuidado, reflejadas en el marco de políticas de cuidado y su relación con las políticas de equidad de género en un marco más amplio, así como los diferentes actores que moldean la existencia e implementación actual de políticas de cuidado.

Este informe busca proveer a que los hacedores de políticas, los profesionales del desarrollo, los movimientos de mujeres y otros actores pertinentes con ejemplos concretos de políticas útiles para el contexto especifico regional y nacional, así como para contribuir al alcance del objetivo 5.4 de los ODS.
