Extending social protection to the cultural and creative sector

This policy brief outlines the challenges in extending social protection to the cultural and creative sector (CCS), which were exposed by the COVID-19 crisis. These include, inter alia, legal and de facto exclusion due to the specificities of CCS work such as fluctuating employment status, irregular incomes, intermittent nature of work or geographic mobility. The policy brief sets outs a number of strategies that can help address these challenges and ensure that workers in the CCS have adequate and effective access to social protection by building on good comparative practice. These include anchoring the rights of CCS workers in strong legal frameworks that consider the diversity of work arrangements in the sector, as well as relying on innovative financing solutions, simplified administrative processes and social dialogue.
