Linkages Between the Social and Production Spheres: gaps, pillars and challenges

Latin American and Caribbean region is facing a complex set of economic and social circumstances that threaten the conditions needed for further progress towards the goal of eradicating all forms of poverty and ensuring that no one is left behind, as required by the 2030 Agenda for Sustainable Development. These temporary challenges are compounded by structural problems, such as low productivity, high levels of inequality, social exclusion and a failure to care for the environment.

This document argues that to overcome those challenges and ensure the economic, social and cultural rights of the entire population, the region must move towards a virtuous circle of development in which productive diversification, progressive structural change and environmental momentum are accompanied by inclusive social development. In this virtuous circle, creating decent work goes hand in hand with maintaining levels of social investment to ensure universal access to education, health, social protection systems, housing and basic infrastructure (energy, clean water and sanitation).

América Latina y el Caribe enfrenta una coyuntura compleja en el ámbito económico y social, en que las condiciones para seguir progresando hacia el objetivo de erradicar la pobreza en todas sus formas y asegurar que nadie se quede atrás, según se plantea en la Agenda 2030 para el Desarrollo Sostenible, se ven amenazadas. A los desafíos coyunturales se suman problemas estructurales, como la baja productividad, los altos niveles de desigualdad, la exclusión social y la falta de cuidado del medio ambiente.

En este documento se argumenta que, para superar estos desafíos y realizar los derechos económicos, sociales y culturales de toda la población, la región debe avanzar hacia un círculo virtuoso de desarrollo en el que la diversificación productiva, el cambio estructural progresivo y el impulso ambiental sean acompañados por el desarrollo social inclusivo. En este círculo virtuoso, la creación de trabajo decente va de la mano con el mantenimiento de niveles de inversión social que garanticen el acceso universal a la educación, la salud, los sistemas de protección social, la vivienda y la infraestructura básica (energía, agua potable y saneamiento).
